Zoila holds a Bachelor of Arts in Political Science and Government from the Pontificia Universidad Católica del Perú (PUCP) and a Master of Public Policy from the Hertie School, where she specialised in public management and gender studies. Her professional experience includes working for the Public Finance Management programme implemented by the Swiss State Secretariat for Economic Affairs (SECO) in Peru, where she provided technical assistance to local governments in implementing internal control systems. Zoila also worked as a Consultant for the Seguro Integral de Salud in Peru, where she contributed to the mapping institution’s processes. Additionally, she was a Consultancy Assistant for the Congreso de la República, Peru’s national parliament, in the field of decentralisation.
