Zoila Leiva Rioja
Policy Analyst
Zoila Leiva Rioja holds a Bachelor of Arts in Political Science from the Pontificia Universidad Católica del Perú and a Master of Public Policy from the Hertie School. Her professional experience includes working for the Public Finance Management programme implemented by the Swiss State Secretariat for Economic Affairs in Peru, providing technical assistance to local governments in implementing internal control systems. Zoila also worked as a consultant for the Seguro Integral de Salud in Peru, where she contributed to the mapping of the institution’s processes. Additionally, she was a consultancy assistant for Peru’s national parliament, in the field of decentralisation.
Steve Kerr
Data Scientist
Steve Kerr is a Data Scientist at CPC Analytics in Berlin. In his current work, he focuses on pandemic and epidemic preparedness and response, applying his technical skills to support global health initiatives. Prior to joining CPC Analytics, Steve worked on data science projects at the Mercator Research Institute on Global Commons and Climate Change (MCC), where he used machine learning to investigate the intersection between climate change and public health. He also supported the World Health Organization (WHO) during the 2022-2023 Multi-Country Mpox Outbreak by developing data pipelines, web applications, and conducting in-depth analyses. His contributions have been published in leading journals, including The Lancet Global Health and Emerging Infectious Diseases. Steve holds a Bachelor’s degree in Economics from Pepperdine University in Los Angeles and a Master’s degree in Data Science for Public Policy from the Hertie School of Governance in Berlin.
Rithika Sangameshwaran
Policy Analyst
Rithika is an Analyst for Global Health Policy and Research at CPC Analytics. She primarily supports CPC’s work with the WHO Hub for Pandemic and Epidemic Intelligence and the German Agency for International Cooperation (GIZ). She has been awarded the German Chancellor Fellowship by the Alexander von Humboldt Foundation, sponsored by the German Federal Foreign Office. Prior to that, Rithika has worked extensively on public health in India. Rithika holds a Master of Public Health in Epidemiology from Manipal University and a Bachelor of Science in Life Sciences & Biochemistry from St. Xavier’s College, Mumbai. She is currently pursuing a Post-Graduate Diploma in Data Science in Health and Climate Change for Social Impact from Indraprastha Institute of Information Technology, Delhi.

Juan Quinones

Juan has over five years of experience developing artificial intelligence tools, leveraging generative AI, natural language processing, and classical machine learning across industries such as healthcare, banking, and technology. He also has extensive experience deploying these tools into production environments, following MLOps best practices and using AWS as his primary cloud platform. Juan holds a Bachelor’s degree in Biomedical Engineering from Universidad de los Andes (Colombia), a Master’s degree in Artificial Intelligence from Universidad Católica de Ávila (Spain), and is currently pursuing a Master’s in Data Science for Public Policy at the Hertie School in Berlin, Germany.
